Procedure in relation to the adoption of codes

The Standing Orders of the Sejm contain separate provisions in relation to the legislative procedure concerning drafts of codes, i.e. statutes which regulate a given area of law in its entirety in order to render difficult the introduction of changes in codes currently in force and to prolong the whole legislative process. A Special Committee, established to examine drafts of codes, may form subcommittees and work-groups. The Special Committee may at any time address the Sejm with a motion to organise a debate on particular aspects concerning a draft of the code. The Special Committee forms a permanent team of experts, one-third of which is designated by the author of the draft. The right to introduce amendments during the second reading is not vested in one Deputy, as is the case with all the remaining bills, but in 15 Deputies. If the second reading suggests an amendment or motion, the draft is submitted to the Special Committee for a second time.
