The separation and balance of powers in a democratic State render the control of the executive power one of the most important functions of the Parliament, next to its legislative role. The Sejm, its committees and the Deputies perform a very important role in the realisation of the controlling function.
The Sejm exercises control mainly over the activities of the Council of Ministers within the scope specified by the provisions of the Constitution and statutes. This control is exercised over the activities of the government (the Council of Ministers and the state administration) as regards both the internal and external policy of the State.
